ONE STEP TOWARDS SBCO's BURNING ISSUES OF SBCO- Result of Aggitational Program of the Association-

AGITATIONAL PROGRAM FOR SECTIONAL DEMANDS OF SBCO STAFF- 
This association has issued notice  on  17th Feb 2014 of Agitation Program  From 18th March to 28th March including  1) Post Card  campaign from 18th to 20th March 2014 (2) Bearing Black Batches from 21th to 24th March 2014 (3) One day Dharana at R.O./C.O. level on 25th March 2014 (4) Two Days Relay Hunger fast & Dharana  at DTE New Delhi on 27th & 28Th March 2014
On which DTD Authorities appealed to the association to call off our agitation program vide DTE No 08/03/2014-SR Dtd 06.03.2014 with assurance to look into raised issues under notice dtd 17.02.2014.
In view of aforesaid circumstances the agitational program for one day Dharana on 25.03.2014 and two days hunger fasty on 27th & 28 th March 2014 have been deferred  but first two programs will be observed strictly. Such reply  given vide Ref No- AIPSBCOEA/CHQ-Notice-1/14 Dtd 10.03.2014 To Secretary (P) .Now Development in the issue Department has called meeting on 27th May 2014 to discuss the long time pending Sectional demands of SBCO staff vide notice issued on 17.02.2014  by this association.
Com  S.P. Kulkarni President & Com.Viendra Tiwary Gen Secretary  will attend meeting on 27.05.2014 at New Delhi to discuss the issues.
This is the first time in the history of SBCO that Department has responded on the demands of SBCO. Let us hope for better solution on the the charter of Demands put up by this Association.

               * CADRE RESTRUCTURING AGREEMENT SIGNED *

                 At last after several round of protracted negotiations with the administration, JCM Staff side, Departmental council ( NFPE & FNPO) has signed the cadre restructuring proposal. The staff side has tried to the best of its ability to make maximum improvement in the proposal. In spite of our hard bargaining we could not achieve 100 percent success. Our demand for separate higher pay scale for PO& RMS Accountants, Creation of separate cadre for System Administrators or grant of special pay/allowance, bringing MTS also under cadre restructuring etc is not accepted by the administration. Regarding Postmaster Cadre after much bargaining, it is agreed to examine our claim for higher pay scale after the present proposal is approved by the government.

                  As Govt has already appointed 7th CPC and the Pay Commission has already published the questionnaire, any further delay in completing the cadre restructuring will adversely affect the interest of Postal employees. We will take up the remaining issues, which are not agreed by the administration in the cadre restructuring committee with the 7thCPC in our memorandum and make one more effort to get a favourable recommendation.

                  Taking into consideration all the above aspects and also keeping in mind the larger interest of the employees, we have decided to sign the agreement

Copy of the agreement is published below.

The Salient features of the agreement are as follows :
1. Number of LSG posts will increase from 8 % to 22 %
2. Number of HSG II  posts will increase from 2 % to 12 %
3. Number of HSG I  posts will increase from 1.5 % to 4 %
4. After completion of 2 years in HSG I the official will be promoted to 4800 GP (Non-functional Basis)
5. The above proposal will be applicable to RMS, Circle Office and SBCO in the same ratio
6. Postman/Mail guard will get the same ratio of promotion.

  The present proposal is to be approved by Postal Board, DoPT & Finance Ministry. We will make all out effort to get the proposal implemented at an early date.

Cabinet hikes DA 10 percant of 50 lakh Central employees

......

Today cabinet approved the hikes of  DA 10 % to all central govt. employees.
Union Cabinet approved a hike in dearness allowance (DA) to 100 per cent from existing 90 per cent benefiting 50 lakh Central government employees and 30 lakh pensioners.
The Cabinet in its last meeting before the Lok Sabha elections, also approved Rs 1,000 per month as the minimum pension for the non-government staff under the EPFO scheme.
The First ATM OF PO SB started  on 27-2-2014 at T. NAGAR HO in TAMILNADU.

Thursday the historical day for POST office When  Post office Savings Bank ATM at Thyagarayanagar HPO is being inaugurated by Shri. P.Chidambaram, Hon’ble Minister of Finance, Govt. of India. This is the first ATM opened and dedicated for the nation.

Dear Comrades,
               As you are already aware vide bulletin no. 5 as well as from other sources to stand by for acceptance of 15 points charter of demands by Govt. Of INDIA for which all of us have already observed various agitation programmes since mid of 2011 and even having lss strength we are in the front.
               The strike action became necessary due to the refusal of the government to finalise the terms of reference of the proposed 7th CPC, grant interim relief and merger to DA with pay , inclusion of GDS within the purview of the pay commission and scrapping of NPS and the settlement of 15 point charter of demands. The employees are agitated over the action of the Government in getting the PFRDA enacted in the parliament with the support of BJP which contains the provision to bring in the existing employees and pensioners also within its ambit.
               The sec general NFPE & CCGEW has appealed to employees and has called national secretariat meeting on 18.2.14 to review and assess the response of the govt. After the 48 hrs. Nationwide strike action. If the Govt. continues the nugatory attitude, the secretariat shall decide future course of action unanimously.
CURRENT AFFAIRS:
The association has served notice to Secretary (POST) on17.2.14 for agitational programmes on pending sectional demands as decided in CWC meeting of the Association. All of you are requested to participate with enthusiasm to make its historic success. A copy of notice dt. 17.2.14 is below:-

Respected Madam,
               It is strange to say that the sectional demands of SBCO employees were submitted to your goodself vide association letter dt. 5.3.13 but even after issue of reminders on 20.3.13,26.8.13 & memorandum dt. 23.12.13, a single reply has not been received so far.
               It is worth less to mention that respective authorities have also been addressed separately for the demands related to them and it appears that the association reference have been kept in cold storage for the reason best known to the department. Thus we have no alternate to go on agitation w.e.f. 18.3.14 as under :-
[1] Post Card Campaing from 18th march 2014 to 20th march2014.
[2] Bearing of black ribbon from 21st march to 24th march 2014 and holding of lunch hour meeting.
[3] One day Dharna at the level of RO/CO according to convenience, on 25th march 2014.

II. CADRE RESTRUCTURING:-
               As per decision arrived at in CWC meeting of the association after discussion with office bearers a proposal for cadre restructuring of SBCO staff has been submitted to Chairman Cadre Restructuring committee on 15.1.14 undersigned.
               The undersigned with comrade M. Krishnan Sec. General NFPE Discussed the issue with member [o] and chairman cadre restructuring committee on 5.2.14 and 7.2.14 at directorate. We are thankful to Com. Krishnan who presented our proposal as it is and try to convince the authorities for consideration. The gist of said proposal is as under:-
FORMER COMPOSITION STAFFING PATTERN
                The SBCO staffing pattern consists of an accountant ,Head clerk UDCs & LDCs was introduced in Head Post Offices. The term of accountant was defined as JAO in postal manual of SB Control ,Pairing & internal check organization. It is also added that the SBCO was functioning with LDC ,UDC,LSG Supervisor, HSG-II sr. supervisor and HSG I chief supervisor [JAO].
FACTS  
A . The cadre restructuring of operative staff in post offices was finalized in 198/3 introducing  TBOP/ BCR schemes for them simultaneously the cadre restructuring was introduced for other cadre[ JAG/SAG]
 Too, but no exercise was initiated for cadre restructuring of SBCO staff.
B. It is considerable that cadre restructuring was also introduced in Audit and Accounts of the Department with 80 % up gradation of posts during 1987 on the recommendations of IV CPC.
C. The cadre restructuring for other staff [steno] was also finalized introducing ACP in the same department having same scale of pay at par with UDCs.
D. There was a departmental examination procedure for entry in UDCs Cadre for PAs/SAs of the operative side to get the higher pay scale of UDCs [SBCO].
E. the LSG Supervisors in the pay scale at par with IPOs/ IRMs cadre [up to IV CPC] was downgraded by V CPC. Likewise the HSG II sr. supervisors [SBCO] and ASPOs were in identical scale [up to III CPC] then the IV CPC gave a slight hike to ASPOs, but V CPC recommended pay scale of HSG II SBCO. Rs.5000-8000 and RS. 6500-10500 for ASPOs and HSG-I chief supervisor [SBCO] brought into identical scale of ASPOs. Accordingly the HSG I chief supervisor [SBCO] having higher pay scale were downgraded.
F. The pay scale of UDCs[SBCO] Rs. 330-560,higher than PA/SA [260-480]up to 3rd CPC were maintained by IV CPC. In V CPC the UDCs [SBCO] were merging with PA/SA pay scales i.e. downgraded.
G. In 1993 the TBOP / BCR Schemes were introduced for SBCO staff and the entire composition of staffing pattern have been placed in bottom ceasing the promotional avenues for them.
PROPOSAL
                   PA [SBCO] cadre being a distinct category. Nomenclature and proposal are placed below for due consideration.
1.      After computerization of PO SB many changes have taken place in the style of working and the duties/ responsibilities of SBCO Staff would have been Hitech. As the process for migrating to CBS in POSB is being undertaken, the auditors functioning according to new software is said to have been entrusted with SBCO.
2.      It is mention that for better and efficient performance /work there must be adequate supervisory staff to prevent the leakage of frauds as well as to maintain the status in the competitive market with internal audit and accounts.
3.      [i] The Head offices having upto 40000 accounts must by headed by a LSG Supervisor.
[ii] Against 40000 to 80000 accounts there should be a Sr. Supervisor of HSG II
[iii] The Head offices having 80000 to 100000 accounts there must be chief supervisor of HSG I
[iv] The Head Offices /GPO/Presidency HO more than one lac accounts, the SBCO must be headed by a gazette officer born from SBCO staff due to wide knowledge and experience of SBCO Pattern.
               The aforesaid norm based supervisory system shall be an encouragement for getting promotional avenues to the staff in the interest of department.

The composition and staffing pattern of SBCO should be as under:-
1.      Auditor – Entry Level
2.      Sr. Auditor- old nomenclature as LSG NB SUPERVISOR
3.      Chief Auditor- Old HSG-II Supervisor
4.      Executive Auditor- Old HSG-I Supervisor

CONCLUSION
                The proposed cadre restructuring for SBCO staff is necessary to strengthen the staffing pattern should be on merits as under:-
1.      A separate Recruitment rules must be framed for SBCO with minimum qualification as Graduation for proposed nomenclature.
2.      The SBCO staff should have a special status.
3.      The SBCO Staff decentralized from Audit and accounts is liable for cadre restructuring and promotional avenues at par with them.
4.      The CBS introduced by the department is under active process and likely to be materialized in entire post offices as such SBCO staff have to play a significant role for secured business.
5.      In the present hitech atmosphere the auditing and accounting work of SBCO with vigilance set up to prevent the frauds ,errors and other discrepancies needs a higher status than operative set up.
6.      The SBCO Staff auditing and accounting the SB Work/Business of Operative offices performed by PA s were composited at the initial stage of its introduction with staffing pattern of UDC/LSG/ HSGII/HSG I Cadre with higher pay structure than operative side.
it is established law that the checking/auditing accounting staff must be in higher pay structure and rank.
7.      The Postal Account Staff[DAP] entrusting the Auditing & Accounting work are enjoying higher rank and pay structure.
In view of the aforesaid discussion the ALL INDIA POSTAL SBCO EMPLOYEES ASSOCIATION demands for cadre restructuring of SBCO Staff and request for consideration on the analogy to same wages for same work at par with DAP Staff.

Details of the terms of reference finalized by DOP&T is not disclosed to the staff side. Details will be known only after the Cabinet meeting which is likely to be held soon.

7TH PAY COMMISSION CONSTITUTED
The Government constituted 7th Pay commission, paving the way for revision of salaries of over 50 lakh Central government employees, including the Railways and Defence. The panel will also revise the remuneration for 30 lakh pensioners.
The Commission will be headed by former Supreme Court Judge Ashok Kumar Mathur. The other members of the panel are Petroleum Secretary Vivek Rae (full-time member), National Institute of Public Finance and Policy Director Rathin Roy (part-time member) and Officer on Special Duty in the Expenditure Department Meena Agarwal (Secretary), a Finance Ministry release said here on Tuesday.
The Commission has been mandated to submit its report in two years’ time and its recommendations would be implemented from January 1, 2016, sources said.
The announcement comes ahead of the model code of conduct which is likely to come into force once the 2014 Lok Sabha elections, due in April-May, are notified.
The setting up of the Seventh Pay Commission was approved in September 2013 by Prime Minister Manmohan Singh. The Sixth Pay Commission’s recommendations were implemented with effect from January 1, 2006.

            It is aware that C.W.C. Meeting of AIPSBCOEA was organised at the Ist Floor, North Avenue P.O. Building, New Delhi on 17.12.2013 with energetic dedication for redressal of burning issues relating to S.B.C.O. staff.

            The C.W.C. meeting was presided over by Com. S.P. Kulkarni, President (CHQ), Com. M. Krishnan, Secretary General NFPE and CCGEW inaugurated the CWC meeting with Com. K.V. Sridharan Ex. Genl. Sec. P-III, Com. I.S. Dabas Genl. Sec. P-IV and Com. S.B. Yadav Dy. Genl. Sec. AIPAEA.

            Com. Krishnan in his inaugural address explained the Common grievances/demands of Central Govt. Employees as well as the demands of SBCO Employees in the proposed organisational setup.  He also highlighted the roll of Postal Unions and Confederation of Central Govt. Employees & Workers to consider the Central Govt., who announced for earlier Constitution of 7th C.P.C. and that reveals the result of our continuous struggle.  This struggle also yielded to come forward in the streamline at a joint platform with Railway & Defence Federations.  Accordingly the Staff side National Council J.C.M. has submitted a draft memorandum to the Govt. regarding items to be included in terms of references of 7th C.P.C. and the main issues are as under :-

·        Date of effect of 7th CPC be 01.01.2014.
·        Merger of DA with pay for all purposes.
·        Grant of an interim relief.
·        Inclusion of GDS employees of postal Deptt. under the purview of 7th CPC.
·        Statutory defined pension to all govt. employees irrespective of their date of joining the service.
·        Settlement of annomalies of 6th CPC timely.
·         
·        Cashless / Hasslefree medicare facilities.

            Com. Krishnan also assured all help from NFPE to solve the sectional demands of SBCO staff.  He also advised to submit a cadre restructuring proposal demanding higher pay scales and service conditions for SBCO staff as early as possible. And also holding a workshop of SBCO-CHQ Office bearers, Circle Secretaries and others for submission a memorandum to 7th CPC.

            Com. K.V. Sridharan in his address disclosed that S.B.C.O. Staff being part of Accounts fraternity from very begining are now facing limited promotional avenues after separation and accordingly he advised to AIPSBCOEA to submit a memorandum demanding pay parity with Postal Accounts Staff with promotional avenues for consideration by 7th C.P.C. with assurance for full co-operation to be extended by him.

            Com. S.B. Yadav and Com. I.S. Dabas have focussed in their brief speech   for greater unity of employees to face the anti-employees policy of the Govt. for which they are fully prepared at any time when required.

            The President constituted the house with 24 delegates participated in the C.W.C. meeting as under :-

                  General Secretary, then placed his report in the house for discussion and approval.  To start with, first homage was paid to all the leaders of the monuments passed away during last days, and also to those who lost their lives in natural calamities, by observing two minutes scheme.  He read the entire report inclusive of financial status of the association between 5.3.2013 to 1.12.2013 G. Secretary in his exhaustive report touched each aspect of the employees movement and struggle made under the banner of NFPE and CCGEW.  He mentioned all the efforts made by AIPSBCOEA to achieve/ clinch its sectional demands, and how the leaders of the federation tend a helping hand to him in solving the issues of SBCO.

                  In the Delegate session, delegates from various units expressed their views on problems of SBCO and also on General Secretaries report.  Speakers include S/Shri Subhash Jaiswal praised G. Secretary for his report and insisted on increasing the membership of association.  He stressed that UDC of SBCO has become PA likewise supervisor cadre & IPO companion of it reflects the imbalance.  Com. N.K. Narela and Shri Meena expressed concern over victimisation on ground of contributory negligence and emphasised on filling of posts and strengthening of the organisation.  Comrade Karat and Sathe praised G.S. and S.G. for their fantastic functioning and assured that they enhance the membership.  Com. Noorani criticised the high handedness and behaviour of Administrative side.  Com. Mohanan laid emphasis on raising the membership and was of the view the there should be communication between leaders and we should be co-operative with our sister unions.  Shri Brahmabhatt, suggested for formation of a fund to fight out the cases of recovery by union in court of law.

                  Com. P.B. Bhosar assured to increase the membership of our association.  Com. Sheikh was of the view that help should be made at the view that help should be made at the grass root level so that strong organisation is build which will ultimately strengthen trade union movement.  Shri Atul Srivastava and J.S. Vajpayee expressed that central leadership should try their level best to solve the issues and also stressed on financial support for association.  Com. A.K. Jain requested to ensure finding holding of DPC for financial upgradation and withdrawal of operative work from SBCO. Shri B.K. Balan proposed the dates of 26.1.14 & 27.1.14 for conducting the workshop.

                  Com. Appanraj appreciated the General Secretary for his enthusiastic report which includes all their resolution.  He demanded that administrative power must be changed from Divisional Supdt. to A.O. I.C.O.  He expressed concern over non holding of DPC in various circles.  He explained in detail about the 'Finacle Software' and its impact on the functioning of SBCO.  After implementation, we will have to do Audit Work, Voucher-checking, detecting mistakes etc.  If C.B.S. is launched accurately, problems of SBCO will minimize automatically.

                  Com. Asit Das drew attention towards the court case and then assured that 23 new appointee's will be made members of the association as they were appointed due to efforts of NFPE.

            While summing up the debate / discussion, General Secretary spoke in length on issues raised by the house. He expressed that had the earlier association raised the same and dealt properly, power would have not gone to Administrative authority.  Regarding, DPC he said that due to wrong ratio of feeder cadre in reference to HSC-I & II, it is being delayed.  He constituted a committee for preparing cadre Restructure proposal, comprising of (1) Com. S.P. Kulkarni (2) Appan Raj (3) Mohannan (4) Asit Das (5) Virendra Tewary as invited member Sri Alok Jain.

                  Com. Y.D. Shukla gave the vote of thanks.

                  Com. S.P. Kulkarni, President CHQ thanked all the Comrades for attending the CWC meeting in such an adverse weather conditions.  He said, memorandum will be submitted to 7th Pay Commission and concluded the meeting by declaring next venue of CWC at GOA.  Workshop will be conducted at Indore or Gujarat in May/June.

AGITATIONAL PROGRAMME FOR SECTIONAL DEMANDS OF SBCO STAFF :-

                  CWC passed the proposal of General Secretary to go on organisational course of action to achieve our demands, as the authorities did not took any concrete steps to solve the issues raised through the Resolutions passed at A.I.C. Haridwar.  The proposed action programmes are as under to be started from 18th March, 2014.

(1)             Post Card Campaign 18th March 2014 to 20th March 2014.
(2)             Bearing of black-ribbon from 21 March 2014 to 24th March 2014 and holding of lunch hour meeting.
(3)             One day Dharna at the level of Regional Office or Circle Office according to convenience, on 25th March 2014.
(4)             Two Day's Relay Hunger fast and Dharna at the Postal Directorate, New Delhi on 27th March & 28th March 2014.

Note : All Comrades are requested to book their Rail Tickets for attending Hunger Fast and Dharna at Delhi on 27th & 28th March 2014.

            The memorandum draft copy already submitted by General Secretary to the Secretary (Posts) is enclosed herewith for ready reference.

AGITATIONAL PROGRAMME FOR 7TH PAY COMMISSION

MAKE THE NATIONWIDE 48 HOURS STRIKE (12th FEB. & 13th FEB. 2014) OF CENTRAL GOVERNMENT EMPLOYEES 100% SUCCESS IN POSTAL

Dear Comrades,

As you are aware, the extended National Executive of the Confederation held at New Delhi on 10.01.2014 has decided to organize 48 hours (2 days) Nationwide strike of Central Government Employees on 12th and 13th of February 2014. Strike Notice will be served to Cabinet Secretary, Government of India by Confederation and to Secretary, Department of Posts by NFPE and all its affiliated unions on 21.01.2014.

Main Demands of the two days strike are
(I)
1.         DA Merger
2.         Interim Relief
3.         Inclusion of GDS in 7th CPC
4.         Date of effect of 7th CPC 01.01.2014
5.         Regularisation and Revision of wages of Casual laburers.
6.         Rescind the PFRDA Act and scrap New Pension Scheme
7.         Settlment of anomalies of 6th CPC.
(II)      Ensure every five year revision of wages of Central Government Employees in future.
(III)    (a)       Regularisation of Gramin Dak Sevaks of the Postal Department  and grant of Civil Servant status, statutory pension and all other benefits at par with regular employees.
            (b)       Regularisation and revision of wages of casual and contract workers.
(IV)    Compassionate appointment - removal of restrictions imposed by Government.
(V)      JCM and Anomaly Committee Functioning.
(VI)    Fill up all vacant posts and creation of new posts wherever justified.
(VII)   Stop downsizing, outsourcing, contractorisation and privatization of Government functions.
(VIII) Stop the move to introduce performance related Pay (PRP) system, Extended PLB Bonus for all, removing bonus ceiling.
(IX)    Revise OTA and Night Duty Allowance rates and clothing rates.
(X)      Implement arbitration awards.
(XI)    Five promotions to all.
(XII)   Rescind the PFRDA Act.  Ensure statutory Pension for all.
(XIII) Stop price rise.  Revive and extend public distribution system for all.
(XIV) Stop trade union victimization.
(XV)   Ensure Right to strike.


FLASH NEWS (FOR PRE RTP EMPLOYEES)
            The NFPE has jointly filed a case in the Principal Bench CAT, New Delhi for counting of RTP services as regular service for all consequential benefits under O.A. No. 3647/2013 dt. 08.10.2013.  Case came up for hearing on 07.01.2014, next sitting is on 24.02.2014.

1.         Comrades are requested to write down the any type of problems faced by them in the circle to the undersigned / Association immediately for redressal at appropriate level.

2.         All office bearers, Circle Secretaries and I/C of SBCO branches are requested to circulate the circular amongst the members / officials.
